The project is developed by the Qiddiya Investment Company (QIC), a closed joint-stock company established by the Public Investment Fund. QIC functions as master developer, responsible for land planning, infrastructure delivery, anchor attraction development, and the orchestration of private sector investment across the destination’s diverse components.

Qiddiya’s location, approximately forty-five minutes’ drive from central Riyadh, places it within reach of the capital’s population of over eight million residents and the broader central Saudi population. This proximity to the Kingdom’s largest urban centre ensures a substantial domestic visitor base while the destination’s scale and uniqueness target international tourists as well.

Master Plan and Development Zones

Qiddiya’s master plan organises the destination into distinct zones, each anchored by major attractions and supported by hospitality, retail, dining, and residential components. The master plan reflects a deliberate effort to create a multi-day destination rather than a single-attraction theme park.

Theme Park District

The centrepiece of Qiddiya’s entertainment offering is the Six Flags Qiddiya theme park, which is designed to be the largest Six Flags park in the world. The park features multiple themed zones, roller coasters engineered for record-breaking specifications, family attractions, and immersive entertainment experiences.

The partnership with Six Flags Entertainment Corporation brings proven theme park operational expertise to a market where large-scale theme parks have been largely absent. The park is designed to operate year-round, with climate management strategies addressing the extreme summer heat that characterises central Saudi Arabia.

Beyond the Six Flags anchor, the theme park district includes a water park, interactive entertainment venues, and experiential attractions that leverage emerging technologies such as virtual reality, augmented reality, and advanced animatronics.

Speed Park and Motorsport

Qiddiya’s motorsport component is anchored by Speed Park, which includes a world-class racing circuit designed to host international motorsport events. The circuit’s design has been developed to meet the technical standards required for premier racing series, positioning Qiddiya as a permanent venue within the global motorsport calendar.

Saudi Arabia’s engagement with Formula One through the Saudi Arabian Grand Prix has demonstrated the Kingdom’s appetite for premier motorsport, and Qiddiya’s permanent facility is designed to complement and extend this commitment. Qiddiya’s natural landscape, characterised by the dramatic cliff faces and canyons of the Tuwaiq Escarpment, supports an adventure tourism component that includes hiking, rock climbing, zip-lining, mountain biking, and off-road driving experiences. The escarpment’s geological formations provide a visually striking backdrop that distinguishes Qiddiya from indoor entertainment alternatives.

Arts and Culture

The arts and culture zone includes performance venues, galleries, studios, and creative spaces designed to support both Saudi and international artistic programming. Live entertainment venues accommodate concerts, theatrical productions, and cultural festivals, addressing the growing demand for live entertainment that has accompanied Saudi Arabia’s social liberalisation under Vision 2030.

Residential and Hospitality

Qiddiya’s master plan includes residential communities and extensive hospitality capacity. The residential component targets both permanent residents attracted to the lifestyle offering and second-home purchasers from Riyadh and other Saudi cities. Hotels, resorts, and serviced residences provide accommodation for domestic and international visitors across multiple price points.

The Tuwaiq Escarpment

The Tuwaiq Escarpment provides Qiddiya with a distinctive natural asset. This geological formation, a prominent cliff face that runs through the site, creates dramatic topographic variation that influences the master plan’s spatial organisation and enables attraction concepts that would not be possible on flat terrain.

The escarpment has been integrated into the destination’s identity, with major attractions positioned to take advantage of the elevation changes and cliff-face locations. The architectural language of Qiddiya draws from the escarpment’s forms and materiality, creating a design coherence between built and natural environments.

Economic Model

Qiddiya’s economic model combines public investment in anchor infrastructure with private sector participation across hospitality, retail, food and beverage, and secondary attractions. QIC develops the master infrastructure, anchor attractions, and regulatory framework, while inviting private investors and operators to develop complementary assets within the destination.

The project is expected to contribute significantly to Riyadh’s GDP and create tens of thousands of direct and indirect jobs across construction, operations, hospitality, entertainment, and professional services. The permanent nature of Qiddiya’s employment, unlike the temporary construction employment associated with some giga-projects, represents a sustained economic contribution.

Visitor spending across admission, hospitality, food and beverage, retail, and entertainment generates diversified revenue streams. The multi-attraction model encourages extended stays and repeat visits, maximising per-visitor economic value.

Entertainment Sector Context

Qiddiya’s development occurs within the context of Saudi Arabia’s broader entertainment sector transformation. The establishment of the General Entertainment Authority in 2016 signalled the Kingdom’s commitment to developing a domestic entertainment industry that had been largely absent due to previous social restrictions.

Since 2016, Saudi Arabia has hosted international concerts, sporting events, and cultural festivals at rapidly increasing frequency and scale. Cinema was reintroduced in 2018 after a decades-long absence, and the number of entertainment venues and activities has grown exponentially.

Qiddiya represents the permanent infrastructure layer of this entertainment transformation. While events and temporary venues have demonstrated demand, Qiddiya provides the purpose-built, year-round facilities necessary to sustain a mature entertainment ecosystem.

Social Impact

Beyond its economic function, Qiddiya carries significant social objectives. The project is designed to enhance quality of life for Saudi residents, providing leisure and recreation options that were previously available only through international travel. Sustainability Commitments

Qiddiya has incorporated sustainability principles into its master plan and development standards. The destination’s design addresses water conservation, energy efficiency, waste management, and habitat protection within the development area. The escarpment’s ecological value has been assessed, with sensitive areas identified for conservation rather than development.

The challenge of operating large-scale entertainment facilities in an arid, hot climate creates inherent tensions with sustainability objectives. Qiddiya’s response includes solar energy installations, water recycling systems, climate-responsive architecture, and landscape design utilising native and drought-adapted plant species.

Qiddiya’s phased development programme will see the destination’s offerings expand progressively over the coming years.
