The Housing Program is Saudi Vision 2030’s central housing programme for 2026, linking Sakani, subsidised mortgages, ROSHN communities, supply reform, and the national goal of 70 percent homeownership by 2030. Few Vision 2030 programmes have delivered as visible and tangible an impact on Saudi citizens’ daily lives: launched to address a homeownership rate of just 47 percent in 2016, the programme has raised the national rate to over 65.4 percent, exceeded its 2025 interim target, and reshaped the housing sector.
