The Communications, Space, and Technology Commission regulates the sector, promoting competition, infrastructure investment, and consumer protection. Saudi consumers are among the world’s most active smartphone users. Average daily screen time exceeds five hours, with social media, messaging, video consumption, and mobile gaming dominating usage patterns. Apple and Samsung hold the largest smartphone market shares, though Chinese manufacturers including Huawei, Xiaomi, and Oppo have gained traction in the mid-range segment.
The high smartphone penetration rate creates a substantial addressable market for mobile applications, digital services, and mobile commerce. App downloads per capita in Saudi Arabia rank among the highest in the Middle East, with entertainment, social media, fintech, and e-commerce applications driving download volumes.
Mobile Commerce
Mobile commerce has become a primary retail channel in Saudi Arabia. E-commerce transactions conducted via mobile devices account for over 70 per cent of total online retail activity. Payment platforms including STC Pay, mada Pay, and Apple Pay have achieved widespread adoption, reducing friction in mobile transactions. The Saudi Central Bank’s fintech licensing framework has enabled a new generation of mobile-first financial services providers.
Food delivery platforms, ride-hailing services, and on-demand services operate predominantly through mobile applications, reflecting consumer preference for mobile-first interfaces. The grocery delivery, pharmacy, and government services sectors have similarly migrated to mobile platforms, accelerated by digital transformation initiatives under Vision 2030.
Mobile Government Services
Saudi government agencies deliver a comprehensive suite of services through mobile applications. Absher, the Ministry of Interior’s digital services platform, enables passport renewal, visa management, and identity services via mobile. Tawakkalna, developed during the pandemic, has evolved into a broader digital identity and health services platform. The Unified National Platform aggregates government services across ministries and agencies, with mobile access as the primary delivery channel.
The National Address system, digital ID verification, and electronic signature capabilities, all accessible via mobile, have reduced administrative burden and improved service delivery efficiency. These digital government capabilities reinforce the commercial mobile ecosystem by building consumer comfort with mobile transactions and digital identity management.
Data Consumption
Saudi mobile users consume data at rates significantly above global averages. Monthly mobile data consumption per subscriber exceeds 20 gigabytes, driven by video streaming, social media, gaming, and cloud services. The Kingdom’s high 5G adoption rates further accelerate data consumption, as faster speeds and lower latency enable more bandwidth-intensive applications.
Network investment to accommodate growing data demand remains a priority for operators and regulators. Fibre backhaul expansion, small cell deployment, and spectrum refarming programmes ensure that mobile network capacity keeps pace with consumption growth.
