Overview

The Ministry of Health operates the largest healthcare network in Saudi Arabia, managing hundreds of hospitals and thousands of primary healthcare centres across the Kingdom. Saudi Arabia spends a significant proportion of its government budget on healthcare, reflecting the demands of a young and growing population, the epidemiological transition from communicable to non-communicable diseases, and the seasonal healthcare demands of Hajj and Umrah.

Under Vision 2030, the ministry is undergoing a fundamental restructuring. The Health Sector Transformation Program (HSTP) is shifting the ministry’s role from direct service provider toward regulator and policymaker, while establishing semi-autonomous health holding companies (health clusters) that manage hospitals and primary care facilities at the regional level. This corporatization model aims to improve efficiency, accountability, and service quality.

The ministry has driven several major health initiatives including the expansion of health insurance (through mandatory employer-provided health coverage and the planned Dhamaan system), digital health transformation, mental health awareness, preventive care programmes, and pharmaceutical localization. The Kingdom has also invested in building domestic capacity in healthcare manufacturing, medical devices, and biotechnology.

Role in Vision 2030

The Ministry of Health is the lead agency for the Health Sector Transformation Program, one of Vision 2030’s Vision Realization Programs. The plan targets increasing average life expectancy, expanding health insurance coverage to all residents, improving primary care access, and developing the Kingdom’s capacity to treat complex medical conditions domestically rather than sending patients abroad.
