Overview

Jubail Industrial City was established in the 1970s as part of Saudi Arabia’s first major industrialization drive, transforming a small fishing village into a purpose-built industrial metropolis. The Royal Commission for Jubail and Yanbu oversees the city’s development and operation, providing comprehensive infrastructure including industrial land, utilities, housing, and community services.

The industrial complex hosts over 100 primary and secondary industrial facilities, including major petrochemical plants operated by SABIC and its joint venture partners, refineries operated under Aramco joint ventures, a steel mill, fertilizer plants, and desalination facilities (including the Jubail Water and Electricity Company — one of the world’s largest desalination plants). The city’s second phase, Jubail 2, added significant new industrial and residential capacity.

Jubail is also home to the Jubail Commercial Port and the Royal Commission Industrial Port, which handle both the import of raw materials and the export of finished products.
