Definition

The Haramain High-Speed Railway (HHR) is Saudi Arabia’s first high-speed rail line, connecting the holy cities of Makkah and Madinah via Jeddah and King Abdullah Economic City (KAEC) across 450 kilometres at speeds up to 300 km/h.

Overview

Inaugurated in September 2018, the Haramain Railway is one of the most significant infrastructure projects in Saudi history and the first high-speed rail network in the Middle East. The line was constructed by a Spanish-led consortium and uses Talgo 350 trains capable of carrying up to 417 passengers per trainset. The four stations — Makkah, Jeddah, KAEC, and Madinah — are architecturally distinctive structures designed to handle the massive passenger flows associated with Hajj and Umrah seasons.

The railway reduces travel time between Makkah and Madinah from over five hours by road to approximately two hours by rail. This connectivity is particularly important during pilgrimage seasons, when millions of visitors travel between the two holy cities. The Jeddah station connects the rail network to King Abdulaziz International Airport, creating an integrated air-rail transit corridor.

The railway’s capacity has been progressively expanded since its inauguration, with increasing service frequencies and improved digital ticketing systems. The line plays a critical role in managing the logistics of mass religious tourism, offering a faster, more comfortable, and more environmentally friendly alternative to road transport through the congested Makkah-Jeddah-Madinah corridor.

Role in Vision 2030

The Haramain Railway is a flagship infrastructure project supporting Vision 2030’s Hajj and Umrah expansion targets. By providing efficient mass transit between the Kingdom’s holiest cities and its main western international gateway (Jeddah), the railway is essential to the plan of hosting 30 million pilgrims annually. The rail link also encourages pilgrims to extend their visits and explore destinations along the corridor.

The project demonstrates the Kingdom’s capacity to deliver world-class infrastructure and sets a precedent for planned rail expansions, including the Riyadh Metro and potential future intercity rail links. It advances Vision 2030’s sustainability objectives by shifting passenger traffic from road to rail, reducing carbon emissions and road congestion.
