Two numbers, and only one of them is below replacement. The General Authority for Statistics (GASTAT), Saudi Arabia’s official statistical agency, puts the total fertility rate for everyone living in the Kingdom at 2.0 births per woman in mid-2024. For Saudi nationals it puts the figure at 2.7. For non-Saudi residents, 0.8 [S1].

Replacement level is approximately 2.1. So the sentence “Saudi Arabia has fallen below replacement” is true of the resident population and false of the citizen population — and almost every published account of Saudi fertility runs the two together. The gap between 2.0 and 2.7 is not a data conflict. It is the single most consequential fact about Saudi demography, and it points the opposite way to the way it is usually reported.

The mechanism is visible in the same GASTAT release. The non-Saudi population of the Kingdom is 77.2% male [S1] — a labour force admitted to work, not a settled population forming families. Its fertility rate of 0.8 is what a heavily male, employment-linked migrant population produces. That population is 15.7 million people, 44.4% of the 35.3 million total. When it is folded into the national average it drags the headline rate from 2.7 down to 2.0. Mechanically, if Saudi Arabia imported fewer workers tomorrow, its published fertility rate would rise toward 2.7 without a single additional birth.

What Is Saudi Arabia’s Fertility Rate?

2.0 births per woman for the resident population and 2.7 for Saudi nationals, both as of mid-2024, on GASTAT’s Population Estimates 2024 [S1]. Those are the official figures, and they are published together in a single time series broken down by nationality.

The total fertility rate is the number of children a woman would bear over her lifetime if she experienced the age-specific fertility rates observed in a given year. It is a synthetic measure — a snapshot of current behaviour projected across a hypothetical lifetime — not a count of completed families. That distinction matters when reading any single-year movement.

One presentational caveat carries into every secondary citation of these numbers. GASTAT’s own text renders the unit as “births per 1,000 women,” and its published formula in the Saudi Women’s Statistics Report 2024 multiplies by 1,000 [S2]. The values it reports — 2.0, 2.7, 0.8 — are unambiguously births per woman, the standard TFR unit. The figures are right; the unit label is wrong. Publications that reproduce the label without the correction have occasionally been read as describing a near-zero birth rate.

Why Do Sources Give Different Fertility Rates for Saudi Arabia?

Because they use different methods, not different populations — which is the opposite of the usual explanation. GASTAT’s 2.0 and the World Bank’s 2.31 both describe the same group: everyone resident in the Kingdom. The divergence is methodological.

Three things follow, and no competing page states them together.

The nationality split is larger than the source conflict. The distance between GASTAT and the World Bank on the resident population is 0.31 births per woman. The distance between Saudi nationals and non-Saudi residents within GASTAT’s own data is 1.9. Anyone trying to explain the 2.0-versus-2.31 gap by appealing to citizens-versus-residents has the mechanism backwards: the citizen figure is higher, not lower. If 2.0 described nationals and 2.31 described everyone, expatriate fertility would have to exceed national fertility. GASTAT measures it at 0.8.

The two series disagree on direction, not just level. GASTAT’s resident-population series runs 2.1 in 2022, 2.0 in 2023 and 2.0 in 2024 — flat to falling. The World Bank series runs 2.14, 2.28 and 2.31 over the same three years — rising [S3]. A reader who samples one source in one year and the other in the next can construct a trend that neither source supports.

The widely circulated 2.12 traces to neither primary source. It appears on commercial data aggregators attributed to 2025, and does not reconcile with GASTAT’s 2.0, the UN’s 2.28 or the World Bank’s 2.31. It is most consistent with an older UN World Population Prospects vintage carried forward. It should not be cited as an official figure. Attempts to retrieve the aggregator page directly returned an HTTP 403 block, so this attribution rests on the figure’s arithmetic relationship to the earlier UN series rather than on the publisher’s own statement of provenance.

Which number for which question? Use 2.7 for anything about Saudi citizens — labour supply, pensions, schools, Saudisation, household formation. Use 2.0 for anything about the resident population — total service demand, housing units, healthcare load. Use the World Bank series only for cross-country comparison, where methodological consistency across countries matters more than agreement with the national statistical office.

Is Saudi Arabia Below Replacement Level?

The resident population is, marginally. The citizen population is not. Replacement-level fertility is the rate at which a generation exactly replaces itself, setting migration aside. It is conventionally set at about 2.1, not 2.0, for two reasons.

First, the sex ratio at birth is not even. Roughly 105 boys are born for every 100 girls, so a cohort of women must bear slightly more than two children to produce two surviving parents in the next generation. In the complete absence of mortality, replacement would require about 2.05 children per woman.

Second, mortality before the end of childbearing age pushes the threshold above 2.05. The gap between 2.05 and 2.1 is the allowance for girls who do not survive to reproduce. This is why replacement level is higher in high-mortality settings — it can exceed 2.5 where child mortality is severe — and converges toward 2.05 as survival improves. Saudi Arabia is at the low-mortality end: GASTAT puts life expectancy at birth for the Saudi population at 78 years [S1]. Its true replacement threshold is therefore close to 2.05, marginally below the conventional 2.1.

Against that threshold:

  • Saudi nationals at 2.7 — above replacement by a clear margin. On current rates the citizen population reproduces itself and grows.
  • All residents at 2.0 (GASTAT) — just below 2.1, and roughly at 2.05. Describing this as a collapse overstates it; describing it as below replacement is defensible but marginal.
  • All residents at 2.31 (World Bank) — above replacement.
  • Non-Saudi residents at 0.8 — far below, and not meaningfully interpretable as a reproductive rate, since this is a work-permit population whose composition is set by visa policy rather than by family formation.

The honest summary is that Saudi Arabia is at replacement, not through it, and that its citizen population is not below replacement at all.

How Fast Has Saudi Fertility Fallen?

By about two thirds in four decades. The long series comes from the World Bank, which is the only consistent source running back to 1960 [S3].

The fall was concentrated in the 1990s and 2000s: 5.80 to 2.81 in twenty years, a drop of nearly three children per woman. The 1960s and 1970s were essentially flat, and the period since 2020 has been flat or slightly rising on this series.

GASTAT’s nationality-split series is shorter but more informative, because it separates the citizen trend from the composition effect [S1].

Saudi-national fertility fell 1.1 births per woman in thirteen years, a 29% decline. The resident-population figure fell 0.8 over the same period — but part of that fall is not a fertility change at all. It is the arithmetic effect of the non-Saudi share of the population rising while non-Saudi fertility fell from 1.3 to 0.8.

Is this the fastest fertility decline ever recorded?

No, and the comparison is worth doing properly rather than asserting. The standard test is how long a country takes to fall from six births per woman to three. Computed from the World Bank series [S3]:

Saudi Arabia’s twenty-year transition sits in the fast tier — faster than Iran’s, which is routinely described as among the most dramatic of the post-war era, and far faster than Egypt’s — but it is not the fastest recorded. South Korea and the UAE completed the same transition in seventeen years. The distinctive feature of the Saudi case is not its speed but its lateness: the Kingdom did not fall below six births per woman until 1989, decades after Korea and Türkiye, which compressed the whole transition into the Vision 2030 planning horizon rather than the generation before it.

Why Has Saudi Fertility Fallen So Fast?

Female education and employment are the largest documented drivers, and the Kingdom’s own statistics show both moving hard in the same direction.

Education. Among Saudi women aged 25 and over, 35.3% hold a bachelor’s degree or equivalent, 2.1% a master’s and 0.2% a doctorate [S2]. GASTAT’s gender-gap table records the gap in bachelor’s-degree holding at −1.5 points — a negative value meaning the gap runs in favour of women [S2]. On GASTAT’s own measure, Saudi women are now marginally more likely than Saudi men to hold a degree. Delayed childbearing is the near-universal consequence of extended female education, and it has arrived in Saudi Arabia within a single generation.

Labour participation. Saudi female labour force participation stood at 36.0% in the fourth quarter of 2024, with an employment rate of 31.8%; in the core 25–54 age band participation reaches 50.2% [S2]. Female unemployment fell from 15.7% in Q4 2022 to 11.9% in Q4 2024. Family formation, not marriage age. This is where most coverage goes wrong. Figures of “28 for women, 30 for men” circulate widely as the Saudi age at first marriage; they cannot be traced to GASTAT. The only official readings are from the Demographic Survey 2016 (men 26.3, women 21.8) and the Population Characteristics Survey 2017 (men 25.3, women 20.4), and both are the mean among the ever-married population aged 15 and over — a retrospective measure dominated by cohorts who married decades ago, not the age at which people marry today. No official series exists after 2017. The defensible indicator is the never-married share: 35.8% of Saudi women aged 15 and over have never married, against 32.2% for the resident population as a whole [S2]. Non-formation of households, rather than later formation, is what the data actually supports.

Housing costs. In the year to June 2026, headline inflation ran at 1.8% while actual rentals for housing rose 4.4% — apartments 5.27% and villa floors 6.61%. Housing was the largest single contributor to the consumer price index, at 0.7 percentage points [S6]. A young couple’s largest fixed cost is rising at roughly two and a half times the general price level. Marriage costs. These are frequently quantified and rarely verifiable. Mahr is a mandatory component of the marriage contract, but Article 37 of the Personal Status Law sets no floor, ceiling or formula — anything that validly counts as property may serve. Regional charters such as Jazan’s October 2024 dowry-setting document propose figures, but they are voluntary and carry no statutory force, and no official average-mahr statistic exists. The widely quoted “SAR100,000 ($26,667) average wedding” traces to a 2018 feature quoting one named interviewee’s initial budget; it is an illustrative figure, not an average, and should not be reported as one.

Divorce. GASTAT has published no marriage-and-divorce total since the 2020 reference year, when it recorded 57,595 divorce deeds against 150,117 marriage contracts. Every “2024” or “2025” divorce count in circulation is that 2020 figure re-dated. The measures, and which of them survive verification, are set out in Saudi Arabia’s divorce rate. The one current reading is prevalence: 4.3% of Saudi women aged 15 and over are recorded as divorced [S2].

The Vision 2030 Collision

Vision 2030’s population, housing, labour-force and pension projections were built on a young and growing national population. That assumption has not yet broken — but the date on which it does is now calculable, and the policy architecture contains no instrument aimed at moving it.

When does the Saudi national workforce stop growing?

Not during the Vision 2030 period, and probably not before the 2040s. This corrects a claim that appears frequently in commentary on Saudi demography.

The citizen population retains enormous demographic momentum. 33.5% of Saudi nationals are under 15, against 62.7% of working age and just 3.8% aged 65 and over [S1]. The Saudi population grew 2.0% in 2024 to 19.6 million. At 2.7 births per woman the citizen population is still expanding, and the cohorts now in primary school guarantee two further decades of labour-market entry regardless of what fertility does next.

What has begun is cohort shrinkage at the margin. Saudi births fell from about 465,000 in 2017 to 417,000 in 2022 — roughly 10% in five years — with births to women aged 20–24 down more than 40% [S5]. A child born in 2022 enters the labour market around 2042. The inflection is therefore a 2040s event, arriving after the Vision 2030 horizon but well inside the working life of everyone currently making policy. GOSI and the pension arithmetic

Saudi Arabia has already legislated for the consequence of falling fertility without addressing the cause. A new Social Insurance Law took effect on 3 July 2024, applying to Saudi citizens entering the workforce for the first time from that date. It raises the statutory retirement age to 65, extends the contribution period required for early retirement, revises the pension formula, and steps employee and employer contribution rates from 9% to 11% in half-point annual increments between 2025 and 2028 [S7]. The stated rationale is the financial sustainability of the system under an ageing population.

The arithmetic behind that reform is stark. The General Organization for Social Insurance covers Saudi nationals, and the citizen population currently has about 12.3 million people of working age against roughly 745,000 aged 65 and over — a nominal ratio near sixteen to one. But only about 4.2 million Saudis are actually in employment [S10], which brings the contributor-to-pensioner ratio closer to five and a half to one. Projections cited by Saudi economists put the 65-and-over share of the population at roughly 16% by 2050, up from about 10% [S5]. A pay-as-you-go system whose support ratio is already inflated by a low participation rate faces that transition with limited headroom, which is why the retirement age and contribution rate moved first.

What does falling fertility mean for Saudisation?

It makes the expatriate share of employment structurally harder to reduce, not easier. This is the sharpest consequence in the whole file, and it runs directly counter to the intuition that a smaller national population means less pressure on localisation targets.

Expatriates hold about 78% of employment in Saudi Arabia — 14.8 million of 19.03 million jobs at the end of 2025 — a share that is higher today than when Saudisation was relaunched, as set out in our analysis of expats at 78% of the Saudi workforce. Nitaqat quota bands, profession reservations and the wider Saudisation programme all operate on the same premise: that there exists a supply of Saudi workers for firms to hire. That supply is not a policy variable. It is the birth cohort of roughly two decades earlier, multiplied by the participation rate.

The loop closes as follows. Slower growth in the national labour pool means the economy must import workers to staff giga-project construction, tourism and logistics. Those workers arrive on employment-linked visas, are 77.2% male, and register a fertility rate of 0.8 [S1]. Their arrival pulls the published national fertility rate down toward 2.0, which is then reported as a Saudi fertility collapse — and simultaneously raises the denominator against which every Saudisation ratio is measured. Falling citizen fertility and rising expatriate dependence are not two problems. They are the same feedback loop observed at two points, and each tightens the other. The quantitative implication is that the 78% ratio cannot be moved by quota policy alone at any plausible fertility path. Saudi employment would need to grow several times faster than expatriate employment for a sustained period; instead, the national pool feeding it will grow more slowly from the 2040s. Does Saudi Arabia Have a Pronatalist Policy?

No. There is no published national fertility target, no birth grant, no child allowance conditioned on births, and no tax instrument favouring larger families. The absence is the finding, and it is unusual: most states that reach replacement-level fertility acquire an explicit pronatalist programme within a few years of doing so.

What exists instead is a set of measures aimed at other objectives that happen to touch family life:

Every one of these is a labour-participation, household-formation or fiscal-sustainability instrument. None is framed as a birth incentive. Qurrah is explicit on the point: its purpose is female labour-market entry and retention, and the childcare it subsidises is the childcare of women who are already working. The 2024 pension reform is an adaptation to the consequences of low fertility with no corresponding measure addressing its causes.

Two details are worth correcting because they circulate widely. The Social Development Bank marriage loan is regularly reported with a SAR60,000 ($16,000) ceiling; that figure is tier eight of a ten-tier schedule, and the actual ceiling is SAR72,000 [S9]. And the loan is genuinely interest-free rather than low-interest: the published instalment tables multiply out to the principal exactly across every tier.

Named Saudi economists have been arguing publicly for something more deliberate. Ihsan Buhulaiga, founder of Joatha Consulting, has characterised declining birth rates in the Kingdom as “not primarily an economic challenge, but a societal issue,” and has called for approaches closer to the Nordic model rather than reliance on traditional policy. Ayman Zuhri, a population and migration studies specialist, frames the transition in two phases — an initial “demographic opportunity” as child dependency falls, followed by ageing that will “increase pension and healthcare burdens” — and recommends capturing the first through education, digital skills and higher female participation [S5]. Both are arguing for policy the Kingdom does not currently have. The human-capital side of that agenda is the subject of the Human Capability Development Programme.

Risks, Contradictions and Open Questions

GASTAT’s own editions disagree. Two editions of Population Estimates 2024 differ in body text on the resident-population figure, one giving 2.0 and another 2.1, while the charts in both plot 2.0. This page cites the chart and the earlier edition. A 0.1 discrepancy inside a single publication on the headline number is not trivial when the value sits either side of replacement.

No post-2017 marriage-age series exists. The absence of an official age-at-first-marriage series after 2017 is a real gap in a country undergoing rapid social change, and it is why so much unverifiable material circulates. Until GASTAT publishes an updated reading, the never-married share is the only defensible proxy.

The direction of travel since 2022 is genuinely contested. GASTAT shows the resident rate flat at 2.0 across 2023 and 2024; the World Bank shows it rising from 2.14 to 2.31 across 2022 to 2024. These cannot both be right, and the disagreement is on the most policy-relevant part of the series — the most recent three years.

Whether 2.7 keeps falling is unknown. GASTAT’s Saudi-national series is flat at 2.8 for 2021, 2022 and 2023 before ticking to 2.7. That could be a plateau or a pause in a continuing decline; three flat years followed by a single decrement does not distinguish between them.

The expatriate composition effect is not a fertility phenomenon and should not be modelled as one. The non-Saudi rate of 0.8 is a function of visa policy and the 77.2% male sex ratio. A change in labour-import policy would move the national headline rate substantially without any change in reproductive behaviour by anyone.

No published projection of the Saudi-national labour supply exists. The 2040s inflection described above is derived here from published birth counts and age structure. Neither GASTAT nor the Ministry of Human Resources and Social Development publishes a citizen-only labour-force projection, which is precisely the input that Nitaqat target-setting would require.

What to Watch Next

  • GASTAT Population Estimates 2025 — whether the Saudi-national rate holds at 2.7 or resumes falling, and whether the body-text discrepancy on the resident figure is resolved.
