HUMAIN's Data Centers in Riyadh and Dammam: Are They Open Yet?

HUMAIN broke ground on twin 100MW data centers in Riyadh and Dammam in August 2025 and committed to going live in Q2 2026. That quarter closed on 30 June. As of 31 July 2026 no announcement, filing or credible report confirms either site is operational, and HUMAIN has twice declined to disclose delivery progress.

No — not on the public record. As of 31 July 2026, no announcement, regulatory filing or credible report confirms that either of HUMAIN’s data centers in Riyadh or Dammam is in commercial service. Both campuses were committed to go live in the second quarter of 2026 [S1][S2]. That quarter closed on 30 June 2026. Thirty-one days later, every retrievable source still describes the facilities in forward-looking language, and the two most recent trade enquiries — Data Center Dynamics on 18 June 2026 [S9] and Enterprise AM on 24 July 2026 [S12] — both record HUMAIN declining to disclose delivery progress.

This page is a tracker, not a news story. It states what can be verified about each announced HUMAIN facility, what cannot, and the date each claim was last checked. This page covers one narrow question: which HUMAIN data centers are actually operating, and how would anyone know.

The distinction that matters. “Announced”, “under construction”, “energised” and “in service” are four different states, and only the last two mean a facility is producing anything. A data center that has broken ground has cleared roughly half the sequence. The gate that decides whether megawatts exist is energisation — the dated moment a utility connects the site to firm power — and no Saudi AI project has published one.

Have HUMAIN’s Riyadh and Dammam Data Centers Opened?

There is no public evidence that they have, and there is no public evidence that they have not. That asymmetry is the whole story, and it deserves stating precisely rather than dramatically.

What is documented: HUMAIN, the artificial-intelligence company wholly owned by the Public Investment Fund, broke ground on two campuses in August 2025, one in Riyadh and one in Dammam in the Eastern Province, each with an initial capacity of at least 100MW [S1][S2]. Bloomberg reported the commitment on 25 August 2025; the item is paywalled and was read here through its Bloomberg Law and Reuters syndication [S2]. Data Center Dynamics put the expected go-live in Q2 2026 [S1], and Fast Company Middle East, Capacity and Investing.com carried the same window.

What is not documented: any confirmation that the window was met. No HUMAIN press release announces a launch. No Tadawul filing by a partner references commencement of service. No trade outlet has reported a ribbon-cutting. The two independent facility registries that track the sites — Baxtel and the AI Data Center Index — both still classify them as under construction, and both still carry “expected Q2 2026” as the forward date, one with a last article date of 23 January 2026 and the other marked “data current as of July 2026” [S19][S20]. A registry that refreshed its data in July and left the status at “under construction” is itself a data point.

Two direct approaches to the company produced nothing. On 18 June 2026, reporting HUMAIN’s disclosure that it had secured 211 land plots across the kingdom, Data Center Dynamics recorded that the company declined to provide further detail on specific locations or projects [S9]. On 24 July 2026, Enterprise AM reported in the same terms: “Humain declined to reveal specific requirements of its deal with Nvidia or to say how many chips had been delivered so far” [S12]. The refusal is not an accusation. It is, however, reportable — and it is the reason this question cannot be closed from outside.

Two rows carry more information than the rest. The stc row is the only one where a company has filed a document conceding a missed milestone. The Al-Saad row is the only one where the procurement reveals what the company thinks its constraint is: the first tender for HUMAIN’s flagship 6GW campus covered a 380kV/132kV/33kV distribution network, substations of 500MVA and 200MVA and a 2,000MVA bulk supply point — electrical infrastructure, not compute [S16].

When Were HUMAIN’s First Data Centers Supposed to Go Live?

Q2 2026 — a window that opened on 1 April and closed on 30 June 2026. The commitment was made at groundbreaking and repeated for eleven months without revision.

The chain is unusually well evidenced up to the point of switch-on, and then it stops. Chips arrived. Racks were delivered. Contracts were awarded. Land was assembled. What is missing is the single sentence that would close the question — a dated statement that a facility entered service.

One clarification is needed on the AMD–Cisco–HUMAIN timing, because the two most-cited dates do not say the same thing. AMD’s own press release commits only to the joint venture beginning “operations in 2026”, with a 100MW phase one [S4]. Reuters, breaking the story the same day, reported that the first stage was “planned for construction in 2026” and that Luma AI had contracted to purchase the entire 100MW [S3]. The Q2 2026 date attached to that deployment comes from Data Center Dynamics, which noted that the host facility was unconfirmed but would likely be one of the Riyadh or Dammam campuses already slated for Q2 [S5]. The resolution: Q2 2026 was never an AMD commitment. It was an inference from HUMAIN’s own campus schedule — which makes the JV’s timing dependent on exactly the milestone that remains unverified.

Where Are HUMAIN’s Data Centers Located?

Riyadh and Dammam for phase one, with exact addresses withheld. Both facility registries record the locations as undisclosed [S19][S20] — normal practice for high-value compute sites.

Beyond the two campuses, HUMAIN’s footprint is wider than the buildings it is constructing itself:

  • 211 land plots across the kingdom, disclosed 18 June 2026 without locations attached [S9]. Plots are optionality, not capacity.
  • Al-Saad, east Riyadh — a 24-square-kilometre site planned for 6GW across six 1GW plots in two phases. As of May 2026 the project was selecting a partner for its electrical and civil enabling works [S16].
  • DataVolt Riyadh East — a 44MW third-party facility in which HUMAIN is the anchor tenant for 36MW, more than 80% of planned capacity. The commitment is intended to underpin a roughly $500m financing, with banks expected to fund around 75%; the first operational phase is scheduled for end-2026 and the balance for mid-2027 [S14][S15]. Anchoring a lease is a different commercial act from building: it converts HUMAIN from developer to tenant and moves construction risk onto DataVolt.
  • An AWS “AI Zone” in Riyadh, where AWS will deploy and manage up to 150,000 accelerators inside a purpose-built HUMAIN facility. The host has never been publicly identified.

Location matters for reasons beyond logistics. Dammam sits in the Eastern Province, inside the same air-defence envelope as the oil facilities targeted by drones on 27 July 2026 — all of which Saudi air defences intercepted, with no damage reported. Siting AI load east of Riyadh carries hardening and insurance costs that inland or Red Sea sites do not, a point developed in our analysis of Saudi Arabia’s AI power constraint, and one reason the NEOM corridor keeps appearing in later-phase plans for HUMAIN data centers.

What Does “Operational” Actually Require?

Six gates, in sequence. Most coverage of Gulf AI infrastructure treats gate three as if it were gate six, which is how 4,000MW of announcements becomes a headline about capacity that does not exist yet.

The framework below follows the evidence audit published by Madar Strategy on 22 July 2026, which examined 13 Saudi and Emirati AI data center projects totalling roughly 4,000MW and found 0MW confirmed energised with public documentation. Only one of seven headline projects explicitly defined its IT load; none published firm connection megawatts, a connection point or a project-specific energisation date [S13].

HUMAIN’s twin campuses are therefore at gate three of six on the public record — further along than most of the pipeline, and two gates short of the ones that matter.

Why gates four and five are the hard ones is a question of physics and procurement, not intent. Grid connection at scale requires a bulk supply point, transformers with two-to-four-year lead times, and a utility willing to commit firm capacity at a specific location. Saudi Arabia has genuine structural advantages here — a single buyer, a state-directed grid through the Saudi Electricity Company, cheap fuel, no local-opposition politics — and those advantages compress the queue. They do not remove the sequence. The reason this framework belongs on a status page rather than in a footnote: it is the only way to read Gulf AI announcements without either believing all of them or dismissing all of them. Both are wrong.

What Chips Are in HUMAIN’s Data Centers?

Confirmed: 18,000 Nvidia GB300 systems and 1,024 Qualcomm AI100 accelerators. Authorised but unconfirmed: the equivalent of up to 35,000 Blackwell-class chips. Aspirational: 600,000 over three years.

The Nvidia relationship, announced 13 May 2025, covers up to 500MW of AI factories over five years, with phase one specified as an 18,000-GPU GB300 Grace Blackwell system on InfiniBand networking [S21]. On 19 November 2025 the US Department of Commerce authorised the export of advanced American semiconductors to HUMAIN and to the UAE’s G42, in HUMAIN’s case the equivalent of up to 35,000 Nvidia Blackwell-class chips, conditioned on security and reporting requirements [S6]. The Commerce statement itself carries no dollar value; figures circulating in secondary coverage are estimates, not disclosures. The first physical delivery is one of the better-documented moments in the sequence. On 30 December 2025, chief executive Tareq Amin posted on LinkedIn that “the first shipment of latest state-of-the-art Nvidia AI GPU chips have arrived”, adding that the team was working to have everything up and running before the start of the new year [S7]. AGBI reported the same day that HUMAIN plans to deploy up to 600,000 chips over three years, at an estimated $18bn to $24bn on unit prices of $30,000 to $40,000 [S7]. Note the tension with the original Nvidia framing, which described “several hundred thousand” GPUs over five years [S21]. Both figures are live; the three-year version is HUMAIN’s, the five-year version Nvidia’s, and neither has been reconciled publicly.

The Qualcomm deployment is the clearest evidence of where the hardware physically sits. By 23 February 2026, HUMAIN had taken delivery of 1,024 Qualcomm AI100 accelerators in phase one, with Adobe named as the first customer of the racks and a target of 200MW of capacity in 2026. The receiving facility was described as being installed — under construction, not in service [S8]. That single characterisation, from February, remains the most specific public statement about the physical state of a HUMAIN data center hall.

The pattern across all three vendors is consistent: procurement is running ahead of energisation. Silicon is arriving at buildings that are not yet finished. Why Might HUMAIN’s Data Centers Be Delayed?

Four candidate explanations, in descending order of evidentiary support. None is confirmed, and they are not mutually exclusive.

Power, first and most likely

The strongest circumstantial case is HUMAIN’s own procurement behaviour. A company whose binding constraint was compute would not spend the first half of 2026 tendering a 2,000MVA bulk supply point and two substations for its flagship campus [S16]. Saudi Arabia operated 467MW of total data center capacity in Q1 2026 on the communications ministry’s own figures [S17]the whole national estate, counted facility by facility, is roughly twice the size of HUMAIN’s two announced campuses. Adding 200MW of dense AI load to that base is a grid event, not a fit-out.

Joint-venture slippage

The stc venture is the only publicly documented miss. stc and HUMAIN signed a memorandum of understanding on 18 December 2025 to develop up to 1GW through stc’s center3 subsidiary, with HUMAIN holding 51% and stc 49%, beginning with an initial phase of up to 250MW “subject to customer commitments”. Six months later, a Tadawul filing dated 18 June 2026 disclosed a six-month extension rather than an executed agreement, citing regulatory, operational and commercial requirements still to be completed [S10][S11]. This was a single extension, not a pattern; “repeatedly delayed” is not supported by the filings. The accurate framing is narrower and still telling: extended rather than signed. Supply chain and construction sequencing

The SAR1.88bn ($501m) MIS design-and-build contract was awarded in December 2025 with signature expected on 15 February 2026 [S18]. A main works contract signed in February on a facility due to open by June is a compressed schedule by any standard, even allowing for parallel packages awarded earlier. Transformers, medium-voltage switchgear and generators carry multi-year backlogs globally, and the Gulf is not exempt from them.

Commercial timing

Luma AI has contracted the full 100MW of the AMD–Cisco JV phase one [S3], and Adobe is the named first customer of the Qualcomm racks [S8]. Where a single anchor takes an entire tranche, the go-live that matters commercially is the tenant’s, not the landlord’s — and neither tenant has reason to publicise a start date. This is the most benign explanation on the list, and it fits the evidence as well as any other.

What Would Count as Confirmation — and What Would Not

Absence of an announcement is not proof that a facility is not operating. This needs stating plainly, because the opposite inference is the standard failure mode in coverage of this beat.

Companies do not always publicise energisation. Connection agreements are commercially confidential in every market, including the United States and the European Union. A hyperscale tenant may contractually prohibit disclosure of a site’s status. Security considerations apply with force to a facility in the Eastern Province in 2026. And a state-owned company operating under an export licence with reporting conditions has obvious reasons to say less rather than more.

So the honest claim on this page is not “HUMAIN’s data centers did not open.” It is: no public evidence confirms that they did. The distinction is not pedantry — it is the difference between a verifiable statement and an unfalsifiable one.

What would close the question, in descending order of strength:

  1. A dated energisation record — utility, connection point, firm megawatts, date. This has never been published for any Saudi AI project.
  2. A customer confirming production workloads. Luma AI or Adobe stating that they are running on Saudi capacity would settle it, because a tenant has no incentive to overstate.
  3. A partner’s regulatory filing. stc, AMD or Cisco recognising revenue or commencement against the venture would be near-conclusive.
  4. A HUMAIN announcement. Weakest of the four, because it is self-reported and unaudited — but on a programme this politically visible, silence is itself informative.

What would not count: a groundbreaking photograph, a rack-delivery post, a further land disclosure, a new memorandum of understanding, or a repeat of the 6.6GW target. All of those are gates one to three.

Why This Matters for Vision 2030

Saudi Arabia’s AI ambition is stated as a share of global compute — third-largest AI provider, around 7% of world training and inference workloads by 2030. That target is scheduled infrastructure, and infrastructure is graded on delivery dates.

Fiscally, HUMAIN’s build is PIF capital plus project finance, and the DataVolt anchor arrangement shows the model already flexing toward leasing third-party capacity rather than owning every megawatt [S14]. Anchoring 36MW of someone else’s 44MW facility is a rational capital-efficiency move; it is also not what a company with two 100MW campuses about to come online most urgently needs.

Structurally, the first two campuses are the proof of concept for everything downstream — Al-Saad’s 6GW, the stc venture’s 1GW, the AWS AI Zone, the xAI facility. A programme that cannot demonstrate 200MW in service has not yet validated the delivery model it intends to replicate thirty times over.

Reputationally, the gap between announced and energised megawatts is the most falsifiable claim in the Year of AI narrative and across the wider national AI strategy coordinated with SDAIA. Compute pledges are hard to audit. Switch-on dates are not. Investors assessing HUMAIN’s investability and enterprises evaluating Saudi sovereign cloud and compute or HUMAIN One on AWS are all underwriting the same unverified milestone.

Risks, Contradictions and Open Questions

The central fact is unresolved. Whether either campus is operating is unknown as of 31 July 2026. Everything on this page is conditional on that.

“At least 100MW” is not an IT load. Announced capacity and delivered IT capacity routinely differ by 20% or more. Neither figure has been specified for either site.

The 600,000-GPU target has two incompatible horizons — three years per HUMAIN and AGBI [S7], five years per Nvidia’s original framing [S21]. Neither has been withdrawn.

The AMD JV’s Q2 2026 date is inferred, not committed. AMD said 2026; the quarter came from trade analysis of the likely host site [S4][S5]. Treating it as a broken promise would overstate what was promised.

The 35,000-chip authorisation has no published dollar value in the Commerce statement [S6]. Figures in circulation are estimates.

HUMAIN’s silence has innocent explanations — export-licence reporting conditions, tenant confidentiality, physical security in the Eastern Province — and it also removes any means of external verification. Both are true simultaneously.

Madar Strategy’s zero-energisation finding audits the public record, not the facilities [S13]. It establishes that documentation does not exist, not that electrons do not flow.

The main facility registries are stale. Both were last substantively updated against a January 2026 news cycle and still carry pre-deadline forward dates [S19][S20] — a six-month-old forecast presented as a status.

What to Watch Next

  • Any HUMAIN or partner announcement of commercial service at Riyadh or Dammam. The single highest-value event on this beat.
  • The stc–HUMAIN MoU expiry, on or about 18 December 2026. Execution with a committed 250MW anchor, a second extension, or a lapse are three very different signals.
  • DataVolt Riyadh East financial close. Expected within three months of late June 2026, i.e. by around end-September [S15]. A first phase in service by end-2026 would be the first energised megawatts in HUMAIN’s orbit.
  • The Q2/Q3 2026 capacity print from the Ministry of Communications and Information Technology. The series ran 68MW (2021) → 440MW (end-2025) → 467MW (Q1 2026) [S17]. A step change would show HUMAIN’s campuses arriving; a flat print would not.
  • Al-Saad enabling-works award. Bids closed 8 May 2026 [S16]. The named contractor and scope will indicate how far the 6GW campus really is from power.
  • Luma AI or Adobe disclosures. A tenant confirming production workloads on Saudi capacity settles more than any developer statement.
  • Eastern Province security posture. Further activity near Dammam would move hardening and insurance costs on exactly the asset whose status is in question.
